1. Basis for inspection and quarantine
(1) "Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China" and its implementation regulations, "Food Safety Law of the People's Republic of China" and its implementation regulations, "Import and Export Commodity Inspection Law of the People's Republic of China" and its implementation regulations;
(2) "Regulations on the Safety Management of Agricultural Genetically Modified Organisms";
(3) "Measures for the Inspection, Quarantine, Supervision and Administration of Imported and Exported Feed and Feed Additives";
(4) "Protocol between the General Administration of Customs of the People's Republic of China and the Federal Service for Veterinary and Phytosanitary Supervision of the Russian Federation on sanitary and phytosanitary requirements for the export of Russian sugar beet meal to China" "Protocol between the General Administration of Customs of the People's Republic of China and the Federal Service for Veterinary and Phytosanitary Supervision of the Russian Federation Protocol on Sanitary and Phytosanitary Requirements for the Export of Russian Soybean Meal (Cake), Rapeseed Meal (Cake), and Sunflower Seed Meal (Cake) to China.
2. Names of goods allowed to be imported
Sugar beet pulp, soybean meal (Soybean meal), rapeseed meal (Rapeseed meal), sunflower meal (Sunflower meal) (hereinafter referred to as "meal/cake") are Refers to the by-products produced by pressing, extracting, drying and other processes to separate sugar or oil from beetroot, soybeans, rapeseed, and sunflower seeds grown in the Russian Federation.
3. Approval of export and warehousing enterprises
The export and warehousing enterprises of meal/cake exported to China must be assessed and approved by the Federal Service for Veterinary and Phytosanitary Supervision of the Russian Federation (hereinafter referred to as the “Russian side”), and recommended by the Russian side to the General Administration of Customs of the People’s Republic of China (hereinafter referred to as the “Chinese side”) , and then be registered after inspection or review by the Chinese side. The list of companies approved for registration can be found on the website of the General Administration of Customs and will be updated every six months.
4. Quarantine pests
(1) Sugar beet meal exported to China shall not carry the following quarantine pests of concern to China:
1. Avena sterilis
2. Bromus rigidus
3. Bunias orientalis
4. Centaurea repens
5. False sorghumSorghum halepense
6. Black SorghumSorghum almum
7. Xanthium spp.
8. Cuscuta spp.
(2) Soybean meal (cake), rapeseed meal (cake), and sunflower seed meal (cake) exported to China must not contain the following quarantine pests of concern to China:
1. Acanthoscelides obtectus
2. Broad-nosed Valley Elephant Caulophilus oryzae
3. Four-striped bean weevil Callosobruchus maculatus
4. Cuscuta spp.
5. Trogoderma glabrum
6. Trogoderma variabile
7. Trogoderma versicolor
8. Tribolium destructor
5. Product production and export requirements
(1) Packaging, storage and transportation.
1. Russian meal/cake exported to China can be transported in bulk and packaged form, and leakage should be prevented during transportation.
2. Each means of transport or compartment (such as bulk transport) transporting meal/cake should have at least one packaging mark indicating the name of the processing plant, registration number and "Russian sugar beet meal exported to the People's Republic of China" or "Russian soybean meal ( Cake), rapeseed meal (cake), and sunflower seed meal (cake) are exported to the People’s Republic of China” in Chinese and English. The packaging label of each batch of meal/cake exported to China should comply with the requirements of the Chinese national standard "Feed Labeling" (GB 10648).
(2) Pre-departure quarantine and certificate requirements.
1. The Russian side shall implement inspection and quarantine on the meal/cake exported to China before export, and shall not bring quarantine pests of concern to China listed in Article 4 of these requirements, other live pests, animal feces, animal carcasses, poultry feathers, soil , as well as genetically modified ingredients that have not been officially approved by China; comply with the requirements of China’s feed safety and hygiene standards (GB 13078).
2. Each batch of meal/cake should be accompanied by a phytosanitary certificate issued by Russia. Phytosanitary certificates should be issued in accordance with the requirements of International Standard for Phytosanitary Measures No. 12 (ISPM12). The certificate should include the following information: the name of the approved registered production enterprise and its registration number, transportation method and corresponding logistics information; if the goods are fumigated before or during transportation, the treatment method and relevant parameters should be indicated.
3. The "Additional Statement" of the phytosanitary certificate should indicate: "The consignment complies with the requirements specified in the Protocol between the General Administration of Customs of the People's Republic of China and the Federal Service for Veterinary and Phytosanitary Surveillance (the Russian Federation) on phytosanitary requirements for the export of beetroot pulp from the Russian Federation to the People's Republic of China" (The goods comply with the "General Administration of Customs of the People's Republic of China and the Russian Federal Service for Veterinary and Phytosanitary Supervision on the sanitary and phytosanitary requirements for the export of Russian beetroot pulp to China") The consignment complies with the requirements specified in the Protocol between the General Administration of Customs of the People's Republic of China and the Federal Service for Veterinary and Phytosanitary Surveillance (the Russian Federation) on phytosanitary requirements for the export of soybean, rapeseed, sunflower meals, cakes from the Russian Federation to the People's Republic of China" (This product complies with the "Russian Federal Service for Veterinary and Phytosanitary Supervision and the General Administration of Customs of the People's Republic of China on Russian soybean meal (cake), rapeseed meal" (Cake), Sunflower Seed Meal (Cake) Export to China "Protocol on Sanitary and Phytosanitary Requirements").
4. Russia should provide samples of phytosanitary certificates to China in advance, clarify the format in advance and conduct supervision during the import process.
6. Entry inspection and quarantine
(1) Certificate verification.
1. Check whether the imported Russian meal/cake is accompanied by an "Entry Animal and Plant Quarantine Permit".
2. Verify whether the "phytosanitary certificate" issued by Russia is consistent with the sample.
(2) Cargo inspection.
In accordance with relevant laws, administrative regulations, rules and other provisions, and in conjunction with Articles 4 and 5 of these requirements, inspection and quarantine of imported meal/cakes shall be implemented. Those who pass inspection and quarantine will be allowed to enter the country.
7. Handling of non-compliance situations
When the following non-compliance occurs with imported meal/cake, it shall be dealt with according to the following provisions:
(1) If it is not accompanied by a valid phytosanitary certificate, it will be returned or destroyed;
(2) If live pests or other violations listed in Article 4 of these requirements are found, the goods will be returned, destroyed or disinfested in accordance with the law;
(3) If soil or genetically modified ingredients that have not been officially approved by China are found, they will be returned or destroyed;
(4) If animal feces, animal carcasses, poultry feathers, plant seeds are found to be incompatible with China's relevant safety and health standards for feed, they will be returned, destroyed or disposed of in accordance with relevant laws and regulations.
If the above-mentioned violations are discovered, China will notify Russia and, depending on the severity of the violations, take measures such as suspending the qualifications of relevant export and warehousing enterprises to export to China, or suspending the export of Russian meal/cake to China until Russia takes effective improvement measures.
