1. Basis for inspection and quarantine
(1) "Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China", "Implementation Regulations of the People's Republic of China Entry and Exit Animal and Plant Quarantine Law", "Import and Export Commodity Inspection Law of the People's Republic of China" and "Implementation Regulations of the Import and Export Commodity Inspection Law of the People's Republic of China";
(2) "Measures for the Inspection, Quarantine, Supervision and Administration of Imported and Exported Feed and Feed Additives";
(3) "Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Food and Forestry of the Republic of Bulgaria on sanitary and phytosanitary conditions for the export of Bulgarian sunflower seed meal to China."
2. Names of commodities allowed to be imported
Sunflower seed meal, also known as sunflower meal, refers to the residue after sunflower seeds are pressed and leached to separate the oil.
3. Approval of processing plant
Sunflower seed meal exported to China must come from processing plants approved by the Food Safety Bureau of the Ministry of Agriculture, Food and Forestry of the Republic of Bulgaria (hereinafter referred to as Bulgaria). The processing plant shall be recommended by the Bulgarian Party to the General Administration of Customs of the People's Republic of China (hereinafter referred to as the Chinese Party), and shall be registered after inspection or review by the Chinese Party.

4. Quarantine pests
Sunflower seed meal exported to China shall not carry the following quarantine pests of concern to China:
1. Cernuella virgata Mediterranean white snail;
2. Callosobruchus maculatus four-striped bean weevil;
3. Ptinus tectus Australian spider armor;
4. Sorghum almum black sorghum;
5. Sorghum halepense false sorghum;
6. Trogoderma granarium;
7. Verticillium dahliae Verticillium dahliae.
5. Product production and export requirements
(1) Production, storage and transportation.
1. Processing plants should establish a hazard analysis and critical control point (HACCP) system, or implement management according to its concepts and establish a good traceability management system. Processing plants should strengthen sanitation control over raw materials, production and processing, warehousing, transportation and other links, as well as port temporary storage facilities, to avoid contamination of sunflower seed meal exported to China by raw material sunflower seeds, soil, animal carcasses and feces, plant or animal residues, etc. ;No toxic or harmful substances or any animal-derived ingredients may be added;
2. Sunflower seed meal exported to China should be stored separately from raw materials and other products. Effective measures to prevent rats, insects, and birds should be taken in storage warehouses to prevent secondary contamination by harmful organisms;
3. The packaging bags used to package sunflower seed meal for export to China should be clean and sanitary, and the containers or transportation vehicles used to transport sunflower seed meal should be thoroughly cleaned and disinfected if necessary;
4. There should be at least one packaging mark in the container or ship's hold (such as bulk shipping) for exporting sunflower seed meal to China, indicating the name of the processing plant, the registration number and the words "Bulgarian sunflower seed meal exported to the People's Republic of China" in Chinese and English. The product label of each batch of sunflower seed meal exported to China complies with the requirements of China's national standard "Feed Labeling" (GB 10648).
(2) Pre-departure quarantine and certificate requirements.
The Bulgarian side should quarantine sunflower seed meal before it is exported to China. Sunflower seed meal that has passed the quarantine is allowed to be exported to China.
For each batch of sunflower seed meal exported to China, Bulgaria shall issue a phytosanitary certificate in accordance with International Standard for Phytosanitary Measures No. 12 (ISPM12). The certificate should indicate the name and registration number of the production company, container number or ship name (when shipped in bulk) and other information; if it has been treated with pesticides before export or during transportation, information such as pesticide treatment methods and treatment indicators should be indicated. , and indicate in the additional statement column: "This consignment is in compliance with Protocol of Safety and Sanitary Requirements for Bulgarian Sunflower Seed Meal to be Exported to China Between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Food and Forestry of the Republic of Bulgaria (This batch of goods complies with the requirements of the Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Food and Forestry of the Republic of Bulgaria on the Safety and Hygienic Conditions of Bulgarian Sunflower Seed Meal Exported to China)."
6. Entry inspection and quarantine
(1) Certificate verification.
1. Verify whether the “phytosanitary certificate” issued by the sponsoring party is authentic and valid;
2. Check whether it comes from a registered processing plant.
(2) Cargo inspection.
In accordance with relevant laws, administrative regulations, rules and other provisions, and in conjunction with Articles 4 and 5 of these requirements, inspection and quarantine of imported sunflower seed meal shall be implemented. Those who pass inspection and quarantine will be allowed to enter the country.
(3) Handling of non-compliance situations.
1. Phytosanitary certificates and health certificates that do not meet the requirements will be returned or destroyed;
2. If live quarantine pests or other live pests are found, they will be returned, destroyed or quarantined and disinfested;
3. If soil or genetically modified ingredients not officially approved by China are found, they will be returned or destroyed;
4. If animal feces, animal carcasses, poultry feathers, or plant seeds are found that do not meet China's relevant safety and health standards for feed, they will be disposed of, returned, or destroyed in accordance with relevant laws and regulations;
5. If it is found that it does not meet the packaging mark or product label requirements, it will be returned.
Upon discovering the above-mentioned violations, China will notify Bulgaria and, depending on the severity of the violations, take measures such as suspending the relevant processing plants' qualifications to export to China or suspending the export of Bulgarian sunflower seed meal to China until Bulgaria takes effective improvement measures.
