In order to ensure the quality and safety of agricultural products, the safety of humans and animals, and the ecological environment, in accordance with the "Opinions of the CPC Central Committee and the State Council on Deepening Reforms and Strengthening Food Safety", it is decided to take measures to ban the use of four highly toxic pesticides, including oxydemeton-methyl, carbofuran, methomyl, and aldicarb.
The relevant matters are hereby announced as follows:
1. From June 1, 2024, the registration of products containing oxydemeton-methyl, carbofuran, methomyl, and aldicarb preparations will be revoked, and production will be prohibited. From June 1, 2026, sales and use will be prohibited.
2. The production and export of technical materials of technical material manufacturers will be retained, and the existing registration will be changed to export-only registration, and closed operation supervision will be implemented.
3. Carbofuran technical, as the raw material for the production of carbofuran butylsulfuron technical and bensulfuron technical, can be supplied at designated locations between carbofuran and carbofuran butylsulfuron technical and bensulfuron technical production enterprises, and operate in a closed manner; methomyl technical, as the raw material for the production of thiodicarb technical, can be supplied at designated locations between methomyl and thiodicarb technical production enterprises, and operate in a closed manner. The relevant provincial agricultural and rural departments are responsible for the verification, tracking and supervision of the transfer out and in.
